2023 results summed up at Amur GPP and Amur GCC Public Council meeting

Public Council of the Amur GPP and the Amur GCC projects summed up the results of the 2023 activities. Vladimir Konstantinov, Svobodny mayor, talked about the urban economy development, interaction with the large industrial projects, and answered questions from the public.

This year was challenging for the Amur GPP, but productive, said Yuri Lebedev, Director General of Gazprom Pererabotka Blagoveshchensk LLC. Three of its process lines are generating commercial gas products. High-purity liquefied helium is shipped to Russian and foreign consumers on a regular basis. The plant construction is also in progress: commissioning preparations are in full swing on process line 4; construction is underway on process line 5 and 6. Project implementation status is more than 90%.

Construction of Alekseevsky residential district in Svobodny for the Amur GPP employees and their families is underway. It is in December alone that another 250 families have celebrated a housewarming party there. Operational personnel is being recruited on an ongoing basis: in 2023, the plant employed almost a thousand people. The Amur GPP manpower now exceeds three thousand people, of whom 34.5% are residents of the Amur Region. Yuri Lebedev noted that the company is interested in training specialists directly in the region. The company finances the training for Amur State University and Amur Technical College students under its programme. Many or their graduates are the plant employees. A dedicated Gazprom class opened in 2017 at school No. 1 in Svobodny, now celebrating the fourth class for high schoolers. Previous graduates, now university students, have their on-the-job training at the Amur GPP on a regular basis.


Aleksey Vereshchagin, Director General of the Amur Gas Chemical Complex, shared information about its construction. In 2023, one hundred and sixty-two units of large-size process equipment have been shipped to the Amur GCC; construction of the pyrolysis unit and utilities, infrastructure and offsites has been in full swing; construction of the polymer units has been resumed. Substation 500 kV, its key electric facility, is now receiving power. The project is expected to enter its peak implementation phase in the second half of 2024, when more than 20 thousand construction professionals will be involved in the Amur GCC construction. The main focus will be on construction and commissioning of utilities, infrastructure and offsites which will provide the process units with water, electricity, plant air, nitrogen, etc.

In addition, the Amur GCC will also continue to recruit the operational personnel for the complex. Interaction with students of regional universities and colleges is ongoing. A new modern residential complex has already been built and equipped with all the necessary equipment for the Amur GCC employees in the centre of Svobodny. A second residential complex is being built and options for further expansion of corporate housing for the Amur GCC employees are being developed. The Amur GCC manpower in Svobodny will amount to more than a thousand people next year.


In addition, representatives of the gas chemical cluster companies talked about the implementation of infrastructure, social, charitable and volunteer projects in education and the social field, ecology and child safety, sports and creativity. The main result of the year is that an ever increasing number of Svobodny residents are volunteering. The most active volunteers and representatives of non-profit organizations were awarded during the meeting.
