Joint drills to eliminate the consequences of emergency events at the site of the Amur Gas Processing Plant

On October 15, international drills were held aimed at working out the actions to ensure the safety of people in the event of emergency events on the territory of the Amur Gas Processing Plant (GPP) facilities. The large-scale drills were organized by Gazprom PJSC, China National Oil and Gas Corporation (CNPC), SOGAZ JSC and Gazprom Pererabotka Blagoveshchensk LLC.



The large-scale drills were attended, in particular, by Gazprom's subsidiaries (Gazprom Gazobezopasnost LLC, Gazprom Space Systems JSC, Gazprom Transgaz Tomsk LLC); regional divisions of the Ministry of Civil Defense, Emergencies and Disaster Relief, the Ministry of Internal Affairs of the Russian Federation, the Ministry of Health of the Russian Federation, the Federal Customs Service, emergency rescue units of contractors involved in the construction of the Amur Gas Processing Plant (NIPIGAS JSC, Velesstroy LLC, CPESS); rescue service 999 and the First People's Hospital of Heihe City (China).

During the drills, the clarity, efficiency and coherence of the actions of all services were worked out. First of all, attention is paid to the algorithm of rescue of victims and interaction during sanitary evacuation, including to the territory of China. According to the developed scenario, the drills were conducted in two stages: elimination of the consequences of road accidents, including cross-border evacuation of victims; elimination of fire in a diesel fuel warehouse and gas rescue operations.
In the shortest possible time, more than 100 people and 28 pieces of equipment were mobilized, the consequences of the incident were eliminated, the conditionally injured people were promptly taken to medical institutions in the Amur region and Heihe (China).

«Preservation of human life and health is a priority of PJSC Gazprom in implementing the Policy in the field of industrial safety. Within the framework of the drills, proper procedures for interaction, notification and response to emergency events, medical assistance and cross-border evacuation of victims at the regional and international levels were worked out. The tasks are fully completed. All the units involved showed a high level of professional training. There are sufficient forces and resources at the facility to perform tasks of any complexity,» said Dmitry Ponomarenko, Deputy Head of the Department and Head of Gazprom Directorate.

«The system of industrial safety at the Amur Gas Processing Plant is built in such a way as to prevent such situations. But even with the minimum risk, we consider the work to improve the safety of our facilities and preserve the health of our employees a key priority. We will continue to conduct such drills on a regular basis,» said Yuri Lebedev, General Director of Gazprom Pererabotka Blagoveshchensk LLC.

«A large-scale interaction of civil services has been organized with involvement of the forces and means of Gazprom and CNPC, the Ministry of Emergency Situations. Probably, the most difficult task is the sanitary evacuation of victims from Russian territory to the institutions of the People's Republic of China. This means working out operational coordination with the border service, the Ministry of Foreign Affairs and the customs service. As a result, undoubtedly, a unique experience has been obtained, which can become the basis for estimating forces and resources at other production facilities involved in international cooperation between our countries in the future,» said Sergey Okhotnikov, Deputy Chairman of the Management Board of SOGAZ JSC.

«We actively participated in the preparation and conduct of these large-scale drills. Proper results have been achieved. Most importantly is that already at the stage of preparation, we managed to establish effective cooperation with the colleagues from China and prevent any violations of safety,» said the Head of the Main Department of EMERCOM in the Amur region Matvey Gibadulin.

«The tasks were completed successfully. The drills showed that human health and life are above all in any emergency situation. In the future, we will continue joint exercises of Gazprom and CNPC to improve the safety skills of personnel — this is the main mission. Today's drills are another step towards success,» said Qian Fengzhang, head of CNPC delegation.
