First Amur GPP Foundation Laid

Today in the Svobodnensky district of the Amur region the official ceremony of the first foundation laying took place for the Amur Gas Processing Plant (GPP).

The event was attended by the President of the Russian Federation, Vladimir Putin, and Chairman of the Management Committee of PJSC Gazprom, Alexey Miller.

The Amur GPP is critical for implementation of the projects included in the Eastern Gas Programme. Multi-component gas from the Irkutsk and Yakutsk gas production centres, which are established by Gazprom, will be routed to the GPP via the Power of Siberia pipeline. The Plant is designed to extract from gas valuable components for gas & chemical and other industries, primarily, ethane and helium. Processed gas will then be exported to China.

Up to present, engineering preparation of the future plant territory is completed with the area of more than 850 ha, construction infrastructure facilities are established. Having the first foundation laid, Gazprom started the main project execution phase, i.e. construction of key production facilities for gas processing.

The Amur GPP will include six process trains with a capacity of each equalling to 7 BCMPA; each process train will be an independent gas processing complex. As part of the first start-up complex of the plant, two process trains will be commissioned, then another four trains will be consecutively put in operation. Thus, the GPP will reach its design capacity of 42 BCMPA. As for its capacity, the plant will be the largest one in Russia and one of the largest globally. The Amur GPP will also have the largest helium production capacity globally, i.e. 60 million cubic meters per annum.

“Less than two years took us to complete the «zero» cycle of the Amur GPP construction, the largest and high-tech gas processing plant in the country. Today we have started next important and responsible work stage. The first foundation has been laid, in the nearest future the installation of process units will be started, which will be the core of the future plant”, said Alexey Miller.

The construction of the Amur GPP was started in October 2015.

is the Investor and Owner of the Amur Gas Processing Plant Project. Construction is managed by NIPIGAS, a leading Russian centre for engineering, procurement, logistics and construction management (part of SIBUR Group).

The project implementation involved more than 1500 designers, more than 1000 equipment suppliers, more than 500 contractors. During the peak construction period there will be more than 20 thousand people on the plant construction site. The number of permanent operating personnel will be around 3 thousand people.

The construction of the associated infrastructure facilities is ongoing which will be used both during the construction period and operation, viz.: access motor roads, jetty facility at the river of Zeya, rail road facilities, temporary site facilities, including a construction camp for 5 th. people.

As part of the Project, a residential block will be constructed in the town of Svobodny for 5 thousand residents for the needs of future operating personnel. In particular, there will be apartment buildings, an out-patient hospital, a kindergarten, a school and a sports centre built.
