Amur GPP: investments in the social field

In 2020, 14 charitable projects were implemented in the town of Svobodny and Svobodnensky district with the assistance of Gazprom Pererabotka Blagoveshchensk LLC.

Construction of the Amur Gas Processing Plant was launched in October 2015, and it will become one of the world's largest natural gas processing sites. The plant will consist of six production lines, and the first two are scheduled to be put into operation in 2021. Gazprom Pererabotka Blagoveshchensk LLC is the investor, owner and operator of the Amur Gas Processing Plant construction project. Since the very beginning of its activities in the Amur Region, the company has been pursuing an active social policy, investing heavily in charitable projects in Svobodny and Svobodnensky districts. The year 2020 was no exception: more than a dozen charity events were supported. We talked about this work with Andrey Belousov, Deputy General Director of Gazprom Pererabotka Blagoveshchensk LLC, deputy of the Legislative Assembly of the Amur region.


— Mr Belousov, when speaking about charity, we have to start with the traditional question. How did the COVID-19 situation in 2020 affect the implementation of your company's charity events?

— Indeed, 2020 will be remembered for the difficulties associated with the severe epidemiological situation across the world. Despite the fact that it was necessary to solve the problems associated with continuation of construction of a new site on the move, Gazprom Pererabotka Blagoveshchensk even expanded its social programs in the Amur region in the past year.
Of course, the measures to combat the pandemic have become a priority for all companies involved in construction of the Amur Gas Processing Plant. Thanks to the efforts of our general contractor NIPIGAS which manages the construction, a large-scale medical infrastructure has been created on the territory of the Amur GPP in the summer: an 88-bed hospital began operating, and it has been receiving patients with coronavirus infection all these months. It is equipped with a modern PCR laboratory designed for 2,000 tests per day. A whole task force of doctors from SOGAZ PROFMEDITSINA company arrived to work in the hospital. The military hospital in the town was renovated and equipped, and it became a division of the Svobodny hospital.

Gazprom Pererabotka Blagoveshchensk has allocated additional funds to update the soft furniture of the Svobodnenskaya Hospital. During the epidemic, it took over the main flow of patients with COVID-19. Due to the increased disinfection regime, the doctors had to intensively process the soft furniture, which led to its premature wear. The hospital buys new mattresses, pillows, blankets, duvet covers, sheets, pillowcases, additional medical materials, which are constantly in contact with the patients.


We also helped to test the student volunteers who came to the aid of medical institutions in Svobodny for COVID-19. We will definitely continue to provide assistance to medical institutions. Money has already been transferred for the needs of the children's division. In the spring, the windows will be replaced and the social wards of the hospital for infants abandoned by their parents will be equipped with materials.

— You often visit different areas of the region, and you see problems in the field. Does constant communication with the leadership of the Amur region, with their colleagues in the Legislative Assembly help to adjust the charitable policy of the company, also in the field of education and assistance to children?

— Of course, all issues are discussed both at the local level and at the regional level. For our part, we try to provide charitable assistance where the problem cannot be solved with budgetary funds, or it will take more time to comply with all the codes of the law. Therefore, another area of assistance is to improve the quality of life of children with disabilities. For this purpose, two children with severe diseases of the musculoskeletal system in Svobodny were provided with modern wheelchairs with built-in step-walkers. This device helps a disabled child to descend the stairs on their own without additional help. The project is being implemented with the assistance of the Amur Branch of the Russian Children's Fund.


Svobodny special correctional boarding school for visually impaired children received our help to buy process and refrigeration equipment for the canteen unit. As a result, two departments of the boarding school have replaced the outdated kitchen equipment with modern and safe ones, which is important for healthy and better nutrition of the pupils.

The company has provided a lot of assistance in the field of education and extended training. School 5 in Svobodny is equipped with a computer science class for children with disabilities. Yukhta secondary school and Chernigovka secondary school have already received financial assistance for repair which will be carried out in rural schools in 2021. Also, a robotics circle will be launched in Yukhta school, and we have already transferred funds for children's kits for classes.

This spring, the students of the Svobodny town social shelter will be able to use a modern sensory room for psychological relief, start speech therapy classes using special equipment: our company has also allocated funds for procurement.

— Is the special attention to the field of education caused by the fact that your company pursues the policy of training young professionals for the future production process?


— That's one of the reasons. Since 2017, a Gazprom class has started in school 1 in Svobodny, and it has 28 students today. In the future, subject to successful completion of training, these kids will be able to find a job at the Amur Gas Processing Plant. Amur State University, our key university in the region, has received assistance for organization of a chemical analysis laboratory in order to improve the quality of education in new disciplines. The university will purchase devices and units for the students who will study in the Chemical Technology discipline.


In addition to education, we also participate in other social projects. Let's not forget, 2020 was also an anniversary year. Social assistance was provided to the veterans of the Great Patriotic War and equivalent categories of citizens of the Svobodnensky district to the 75th anniversary of the Victory in the Great Patriotic War. Together with the students, the company's employees planted an alley on the territory of school 1 in Svobodny in May. On the eve of the New Year holidays, 731 children from 12 social institutions of the Amur region received their gifts.

If we only talk about our company Gazprom Pererabotka Blagoveshchensk, more than 21 million rubles were allocated for charitable projects last year. In addition to us, contractors involved in construction of the Amur Gas Processing Plant also provide social assistance on a regular basis. We, as the owner of the project, are grateful to them for this. Together, we manage to do a lot for development of the town and the district.

— For three years, thanks to our social partner Gazprom Pererabotka Blagoveshchensk LLC, the district schools have received modern computer equipment that helps children to learn with interest and obtain high-quality knowledge, and teachers to work with pleasure. A huge help was also provided in the procurement of sports equipment. Students use it actively both in PT classes and in sports clubs. The number of children involved in sports has increased. The district schools are also provided with career guidance, which helps the students decide on their future profession. Cooperation with Gazprom Pererabotka Blagoveshchensk LLC helps Svobodnensky district improve the quality of education, involve children in the educational process, help children to socialize faster and gain skills that will help them both in school and in later life.

— For the second year, Svobodny special (correctional) boarding school has been cooperating with Gazprom Pererabotka Blagoveshchensk LLC. Thanks to the company, we have equipped the recreation rooms for children and purchased kitchen and refrigeration equipment for canteen units for two departments of the boarding school. As part of the New Year's charity event, students of the boarding school received wonderful New Year's gifts in 2019 and in 2020. Last December, these were some exclusive suitcases with sweets, intellectual games, and toys. The administration of the boarding school, the teachers, and the children would like to express their sincere gratitude and gratitude for the assistance provided to the entire team of Gazprom Pererabotka Blagoveshchensk LLC and hope for further cooperation.

— We thank Gazprom Pererabotka Blagoveshchensk LLC and its General Director Yuri Lebedev for providing charitable assistance in equipping the computer science classroom for children with disabilities. The school is an inclusive center that educates children with developmental disabilities from all parts of the town. Currently, 116 children with disabilities are enrolled in the school. As a pilot platform for introduction of inclusive technologies, the school planned to create a computer science classroom for children with disabilities, but it was not possible to implement the plan. Our dream came true today! Already in the next academic year, seventh graders with intellectual disabilities will study computer science without fail. In addition, the classroom will allow to implement a propaedeutic extracurricular course for the remaining students of correctional classes 5–6 and 8–9, as well as engage them in extracurricular work.

Public Council at Svobodny municipal department of the Ministry of Internal Affairs and the staff of the temporary detention centre for juvenile offenders of the Directorate of the Ministry of Internal Affairs of the Amur region would like to express their gratitude to Gazprom Pererabotka Blagoveshchensk LLC for the Christmas gifts for the children of the center.
