The first customs control zone has been established at Amur GPP site. In June, the employees of the special-purpose branch of Blagoveshchensk customs station began to officially accept the process equipment for the first start-up complex of the plant.

This customs zone has been created because of remoteness of the construction site from the nearest customs station (200 km). Otherwise equipment delivery logistics would be way more complicated and would take longer time.

Now, equipment required for construction of the plant undergoes customs clearance and declaration directly at the territory of the future plant. This helps perform the required customs procedures in a short time, which is important for the purpose of compliance with the construction work schedule.

Beginning August, the amount of cargo delivered to Amur GPP will only be growing. The peak will be in 2018 and 2019 when delivery of the gas dehydration and fractionation units and cargoes for the utilities, infrastructure and offsites will commence. In future, six zones for temporary customs storage will be created at Amur GPP facilities: five of them within the main site and one on the territory of the temporary jetty on river Zeya.

Background Information

Amur GPP will become Russia’s largest natural gas processing plant and one of the largest plants globally. Its annual design capacity will amount to 42 BCMPA of gas. Amur GPP will also include the world’s largest facility for helium recovery with the capacity of up to 60 MCMPA of gas.

Amur GPP is an important link in the process chain of natural gas supplies to China via the Eastern route. Multi-component gas will be supplied to the Plant via the Power of Siberia gas pipeline from the Yakutsk and Irkutsk gas production centres, currently developed by PJSC Gazprom as a part of its Eastern gas program.

Gazprom Pererabotka Blagoveshchensk LLC (member of PJSC Gazprom Group) is the Investor and Owner of Amur Gas Processing Plant Project.

Construction is managed by NIPIGAS, a leading Russian centre for engineering, procurement, logistics and construction management (member of SIBUR Group).

Special-purpose branch of Blagoveshchensk customs station has been established for clearance of the cargo delivered to Amur GPP construction site in Svobodny. Customs control zone, office premises and dedicated area for temporary storage of cargo have been created at the construction site.
